TERMS OF REFERENCE “FRANCE EXCELLENCE MASTER SCHOLARSHIP”

PRESENTATION OF THE PROGRAM

Pakistani applicants with outstanding academic records have a number of funding options for their studies in France: 170 scholarships programs offered by the French government, universities, regions or companies are listed on the Campus Bourses scholarship search engine on the Campus France Pakistan website.

The “France Excellence Master” scholarship program funded by Embassy of France in Pakistan is targeted to Pakistani students residing in Pakistan to continue their education at the Master Level in France in the priority topics set-up by the French and Pakistani governments: economics, public policy, environment & energy.

1.   Master in International Economics (M2)

The Master proposes  a full training in International Economics topics (International Trade, Migration and Capital Flows, Development Economics), with a very solid formation in Econometrics to be applied on International Economics topics. The Master’s program is designed to meet the needs of the following institutions: (1) Public or mixed Public-Private administrations (ministries, research centres, lobbying agencies, etc...), (2)The private sector involved in international economics and finance (Multinationals, Banks, rating Agencies...), (3)International institutions and NGOs in the world.

2.  Master in Applied Economics (M1+M2)

The objective of this master's degree is to provide a general curriculum in applied economics at the research level. Since this course is an applied course, it is focused on real economic problems taken in their context, relying heavily on data analysis, econometrics, and economic modeling. But this course is also an advanced course that will provide students with a deeper understanding of fundamental concepts and techniques used in economics, both at the theoretical and empirical level, in order to develop a critical approach of how to use them and propose original solutions to existing problems and test them.

At the end of the master's programme, the students will have acquired the necessary skills to pursue careers requiring a high level of expertise in economics, in the private sector, international organizations, public institutions, and of course, academics.

3. Master in Applied Economics - APE - Analysis and Policy in Economics (M1+M2)

The Master's program focuses on the acquisition of modern techniques for the analysis and evaluation of public policies, whether they are tools of economic theory or quantitative methods in the social sciences. The Master's degree focuses on economic analysis, but training also includes economic history, political science and more generally to all disciplines likely to help students understand and put into perspective the different kinds of public action and its tools. Public policy practitioners will share their practices.

4.  Master in Applied Economics - PPD - Public Policy and Development (M1+M2)

The social demand for the quantitative evaluation of public policies is rising. Demand for more precise evaluation is seen everywhere and at all levels of society - central and local administration, firms, civil society - in advanced or developing countries as well as in international organizations. The PPD master is a two-year research-based training program. It prepares students to become experts in designing, analyzing and evaluating public policies in both developed and developing countries. It combines rigorous training in analytical and quantitative economic methods with an emphasis on both policy and practice. The PPD Master provides a solid foundation for progressing into the PhD program at PSE or elsewhere. If you do not wish to go to a doctorate, the PPD Master provides advanced quantitative skills required for a professional economist in the public or the private sector.

5. Master in Solar Energy, Law, Economics and Management (M1+M2)

The Master program SoLEM: Solar Energy, Law, Economics and Management, is a highly innovative, new degree program preparing to tackle present and future challenges of the energy transition. It is a part of Solar Academy Graduate School recently awarded to University of Savoie Mont Blanc (USMB).

The core training, based on economics, management and law, provides knowledge on how to apply the maintools of economic analysis and develop an in-depth understanding of the energy transition, including its relationship with public policies, industrial transformations, business models, legal concepts and tools specific to the renewable energy sector, in particular solar energy.

6. Master in Energy for Solar Buildings (M1+M2)

The Master program ESBC: Energy for Solar Buildings and Cities, is a highly innovative, new degree program preparing to tackle present and future challenges of the energy transition. It is a part of Solar Academy Graduate School recently awarded to University of Savoie Mont Blanc (USMB).

The training combines practice and theory centered on the fields of solar energy engineering, building physics and materials science, with an opening to computer science, architecture and urban planning, law, economics and sociology. The training provides the knowledge on how to deploy the energy transition in the building sector, with a particular focus on solar energy. It provides technical tools for system sizing and management, and develops an in-depth understanding of the energy transition, including its relationship with public policies, economic and industrial transformations, business models, legal concepts and tools specific to the renewable energy sector, in particular solar energy.

    The living expenses will be borne by the recipients. Please note that a minimum of 615 euros/month is required by the visa section to cover the living expenses for an international student.

    ELIGIBILITY & RULES

    The applicant must:

    • Be a Pakistani national
    • Be 28 years old maximum at the time of application
    • The applicant should hold a 4 years bachelor degree (or be currently enrolled in the 4th year) with a CGPA of 3.6 out of 4 minimum from any Pakistani university recognized by Higher Education Commission, Pakistan
    • There should not be more than a period of 2 years after the completion of the undergraduate degree.
    • Have applied for admission at a French eligible institution (see the list below) before applying for the scholarship, and get an acceptance letter from them (or being in the process of getting it)
    • Knowledge of French is an asset but not mandatory to apply for the scholarship

     

    Please note that: - If you apply for 2 years master’s program: the renewal of the scholarship at the M2 level will be possible only if you succeeded in all your first year exams (no retake possible)

    - The courses (and internship in M2) must take place in France. The scholarship cannot be provided for an international period of mobility.

    - The recipient of the scholarship is compelled to join the university and program he/she has been selected for. Otherwise, the scholarship will not be delivered.

    ONLINE APPLICATION PROCEDURE

    List of compulsory documents:

    •  Full Curriculum Vitae (maximum 2 pages)
    • Statement of purpose (motivation letter) in 1 page, following this structure: 1- presentation of your background; 2- why this degree, why France, 3- your professional goals after completing this degree
    • Scanned copy of the first page of your passport (with photo and expiry date) or ID card
    • Scanned copy of your admission/acceptance letter from the French higher education institution. If you have not received it before the deadline, attach a proof to show that you are in the process of getting the acceptance letter from them.
    • Scanned copies of mark sheets (transcripts) and degree of your university degrees (including those of completed semesters of the ongoing degree)
    • An English proficiency certificate

    Only complete applications (step 1 and step 2) will be eligible. Any incomplete file or file received after the deadline will not be accepted

    SELECTION PROCEDURE

    • Opening of the application process: 24th of January 2023
    • Deadline to send application: 2nd of April 2023 at midnight
    • Publication of results: End of April - Beginning of May 2023

    Your application will be selected on the basis of your academic excellence, as well as the consistency and quality of your statement of purpose. The level of English will also be taken into account. Knowledge of French will be an asset but is not mandatory. A tie-up between your current Pakistani institution and your future French institution will also be an asset.

    The Embassy of France in Pakistan will pay special attention on gender equality and representation of all provinces. Females are highly encouraged to apply.
